Employers offering Qualified High Deductible Health Plans are faced with the challenge of providing contributions to individually established Health Savings Accounts. Through its Single Point Billing System, EBDS provides a solution that simplifies this task. The EBDS Single Point Billing System is an e-billing consolidation system that can be set up to track contributions for various benefit programs including Health Savings Accounts. The system is completely web-enabled and provides employers with quick information access and less paperwork processing. Point and click control via the Web eliminates duplication of reporting and the attendant issues of reconciliation of payroll withholdings. After an individual establishes their Health Savings Account EBDS will provide the following services to manage both employer and employee contributions:

  • Acceptance of initial data via the Single Point Billing New Group Information Sheet to establish participant records.
  • Ability for the employer to process contributions or terminations and contribution changes through the web portal.
  • Generation of monthly invoices and notification to the employer via email.
  • ACH debit transactions to collect contributions from the employer bank account.
  • As soon as contributions are considered "collected funds", the reconciled contributions are sent to the Health Savings Account Custodian as part of the daily process.
  • Comprehensive Web reporting to support all data needs of the employer, including contributions by employee, by period, by location, by department or any other defined dataset.
